A healthy community's first
priority should allow its
citizens the freedom to
walk safely in their streets,
and enable them to feel com-
fortable in their homes. A
sick community has a difficult
time helping heal those sick
people who have learned to
like and feed off their
disease.



VISION

The ability to see -- where
there is violence, there
is no vision.
